The Hulu Terengganu District covers 9 mukims with a total area of 387,462.60 hectares. The characteristics of the district are as follows:

  • Part of the district comprises the Lake Kenyir Development Area, which is under the administration of KETENGAH, covering an area of 209,199 hectares.

  • It borders the states of Kelantan and Pahang, and contains Taman Negara Malaysia, which is home to one of the oldest tropical rainforests in the world. The district is also located within the country's Central Forest Spine.

  • This makes the district an environmentally sensitive area, with 99% of the area being unsuitable for development.

  • In terms of development, the district is located within the sphere of influence of Kuala Terengganu, approximately 30 minutes or 45 km away.

  • Future connectivity is expected to be very good with the development of the East Coast Expressway and the East-West Route II, connecting the district to the southern and western parts of Peninsular Malaysia.

  • The fertile agricultural basin along the Terengganu River is concentrated in the eastern part of the district, particularly around Kuala Berang, Ajil, and Kuala Telemong.

  • The district is an area of historical heritage, particularly with the discovery of the Batu Bersurat (Inscribed Stone) in Kampung Buluh, Kuala Berang, which provides evidence of the arrival of Islam in the Malay Peninsula in 702 AH (1303 AD), earlier than the establishment of Malacca.

  • The district is also associated with the early history of Terengganu, including the coronation of Sultan Zainal Abidin I and resistance against the British.

  • The main towns are Kuala Berang and Ajil, which serve as the district's main population centres. Kuala Berang functions as the district's administrative and commercial centre, while Ajil serves as the main industrial and residential area.

  • The main existing routes are the Kuala Terengganu–Ajil–Kuala Berang Road and the Kuala Berang–Jerangau–Kuantan Road, while the East Coast Expressway and East-West Route II were expected to be completed before 2012.
